Three-Year Plan for Industry–Education Integration and School–Enterprise Cooperation

To further promote and deepen industry–education integration and school–enterprise cooperation, fully leverage the critical role of enterprises in cultivating technical and skilled personnel and developing human resources, and strengthen the leading role of industry–education‑integrated enterprises, in accordance with the spirit of documents such as the “Notice on Organizing the Preparation of the Three-Year Plan for the Fifth Batch of Provincial Industry–Education Integrated Pilot Enterprises” and the “Notice on Building and Cultivating the Fifth Batch of Industry–Education Integrated Pilot Enterprises in Jiangsu Province” (Su Fa Gai She Hui Fa [2023] No. 316), Suzhou Huadong Coating Technology Co., Ltd. has, in recent years, demonstrated bold innovation and proactive exploration in its school–enterprise collaboration efforts, striving to take a leading role and achieve win-win outcomes for enterprises, schools, and students, thereby advancing the integration of industry, academia, and research. Based on our company’s actual situation, we hereby present the following three-year (2023–2025) plan for industry–education integration and school–enterprise cooperation:
I. Current Development Status
(1) Company Overview
Suzhou Huadong Coating Technology Co., Ltd. was established in 1993 with a total investment exceeding RMB 500 million. The company is located in the Wuzhong Economic Development Zone, on the shores of Suzhou Bay by Lake Taihu. Its production equipment has been imported from countries including the United States, Japan, Italy, Germany, Finland, and Austria, and its products are widely used in construction, decoration, home appliances, electronics, furniture, machinery, transportation, and other sectors. Major product lines include coated glass (solar control film/low-emissivity Low-E film), tempered glass, colored glaze glass, laminated glass, and insulated glass units (TPS/4SG insulated glass, built-in louver insulated glass), among others. The company has obtained ISO 9001 quality management system certification, ISO 14001 environmental management system certification, and ISO 45001 occupational health and safety management system certification. It has also been recognized by the Ministry of Science and Technology as a “Key High-Tech Enterprise under the National Torch Program” and as a “Jiangsu Provincial High-Tech Enterprise.” Since 1998, its coated glass products have been continuously recommended nationwide by the China Building Decoration Association for over a decade, and it has received awards such as the “Meritorious Enterprise in the Curtain Wall Industry during 30 Years of Reform and Opening-Up” and the “Industry-Recommended Quality and Integrity Enterprise for Over Ten Consecutive Years.”
The company annually produces and sells more than 5 million square meters of various deep-processed glass products, with exports exceeding 1.2 million square meters to countries including Italy, France, Spain, the United States, South Korea, Japan, and Australia. It serves as a long-term supplier to renowned enterprises such as Panasonic, Samsung, LG, and Schindler, and has supplied glass products for many prestigious architectural projects. Additionally, the company maintains long-term partnerships with domestic engineering and decoration firms to export coated glass, LOW-E glass, insulated glass units, and other products overseas. After thirty years of development, the company has become one of the strongest comprehensive service providers in Jiangsu Province’s glass deep-processing industry.
(2) Foundation of School–Enterprise Cooperation
To better align academic curricula with practical production needs, advance the goals of higher education talent cultivation, and promote technological progress within enterprises, while leveraging the strengths of universities and companies in human resources, scientific research, and practical application, both parties have engaged in comprehensive cooperation across research, teaching, and personnel training. Our company has maintained long-standing collaborative relationships with Suzhou Wuzhong Technician College, jointly developing projects, conducting joint research, and cultivating talent. These collaborations encompass programs such as in-service degree education, skills training, and talent recruitment. In recent years, Suzhou Huadong Coating Technology Co., Ltd. has worked closely with Wuzhong Technician College to systematically implement enterprise-based new apprenticeship training and project-based training, striving to achieve “enterprise–school collaboration and dual‑teacher training.”
II. Development Strategy
Over the next three years, Suzhou Huadong Coating Technology Co., Ltd. will consolidate previous achievements in school–enterprise cooperation, make full use of available resources, address existing challenges and obstacles, and actively explore models for deeper integration between schools and enterprises. Adhering to the principle of school–enterprise cooperation, the company will innovate mechanisms and institutional frameworks, aiming to establish deep partnerships characterized by shared talent, shared equipment, and shared technology, thereby comprehensively enhancing both the educational capabilities of schools and the market competitiveness and social influence of enterprises.
III. Selection of Partner Institutions
The company will continue to strengthen existing school–enterprise partnerships, focusing on local institutions and serving local needs. It will actively collaborate with universities and vocational colleges whose primary strengths lie in metallurgy, mechanical design, electrical engineering, automation, materials science, and related fields.
IV. Expected Objectives
(1) Through the company’s “new apprenticeship” training model, cultivate a cohort of highly skilled professionals who are morally upright, technically proficient, physically and mentally healthy, and urgently needed by enterprises.
(2) By fostering school–enterprise cooperation, attract more outstanding students—aligned with enterprise needs and professionally relevant—to undertake early internships at the company, enabling them to gain firsthand experience of job responsibilities and corporate culture, strengthening their sense of belonging, increasing retention rates, and shortening the training period and costs for new hires.
(3) Establish an integrated practical training base, creating a new platform for teaching and practice, skills competitions, and skill certification.
(4) Strengthen research collaboration, jointly develop projects, file patents, and bridge the gap between scientific and technological achievements and their commercialization, thus promoting the marketization of science and technology industries.
(5) Bring enterprises into education: based on institutional needs, recommend the company’s highly skilled and technically proficient personnel to serve as apprentice instructors at partner schools, while providing teachers with opportunities to enhance their practical expertise and improve the relevance of classroom instruction.
(6) Bring education into enterprises: provide conditions for corporate talent training, degree programs, skill upgrading, and internal trainer development.
V. Content and Methods of Cooperation
Through establishing practical training bases, building internship facilities, implementing new apprenticeship programs, launching project-based training, engaging in research collaborations, facilitating academic exchanges, and promoting dual‑teacher training, the company will reinforce school–enterprise cooperation and advance industry–education integration.
(1) Establish Joint Training and Practical Training Bases
By leveraging the company’s financial and equipment advantages alongside the school’s faculty expertise, both parties will co‑build a comprehensive training center integrating teaching, practical exercises, skills competitions, and skill certification, providing a platform for employees and students to enhance their professional competencies.
(2) Develop Internship and Practical Experience Facilities
Utilizing the company’s strengths, we will construct internship sites that offer students real-world production environments, actively assume responsibility for hosting student internships and teacher corporate practicums, and standardize internship procedures to safeguard students’ legal rights.
(3) Implement New Apprenticeship Programs
The company will continue to promote its enterprise‑based new apprenticeship training model, which emphasizes “recruiting workers as students, entering the enterprise as entering school, and joint enterprise–school dual‑teacher training.” Adopting approaches such as “enterprise–school dual systems, work-study integration,” and “dual‑teacher mentorship combined with alternating work and study,” the company will jointly train new apprentices. With the enterprise as the primary training entity, and focusing on professional knowledge, operational skills, workplace safety standards, and professional ethics, the program ensures the cultivation of morally upright, technically proficient, physically and mentally healthy, high‑skill talents urgently needed by enterprises through dual‑teacher guidance and flexible learning schedules.
(4) Conduct Research Collaborations
Drawing upon the faculty, key laboratories, research centers, and broader societal influence of universities, the company will engage in collaborative research activities, jointly developing projects, co‑creating new products, technologies, and materials, and addressing challenges associated with ongoing products. This effort will explore innovative pathways for integrating science and technology with economic development, strengthen the link between scientific breakthroughs and their commercial applications, and promote the marketization of science and technology industries.
(5) Promote Dual‑Teacher Training
By advancing teacher‑enterprise collaboration, the company will: first, provide teachers with practical work placements to enhance their professional expertise and overall competence; second, dispatch technical experts to teach specialized courses at partner institutions, thereby fostering long-term, solid, and substantive cooperation between enterprises and schools; third, support the development of enterprise‑based internal trainers, improving their instructional abilities and capacity to internalize practical experience.
(6) Deepen Industry–Education Integration
Strengthen employment referrals and employee training partnerships; schools, leveraging their advantages in continuing education and vocational skills training, will provide conditions for employees’ degree upgrades, skill certifications, and pre‑employment training according to company requirements.
VI. Supporting Measures
(1) Financial Assurance
In all cooperative projects, funds must be earmarked exclusively for designated purposes, strictly adhering to approved project scopes and funding allocations. Rigorous financial oversight, regular internal audits, and strict prohibition of fund diversion or misappropriation will ensure the safe and efficient use of resources.
(2) Clear Definition of Responsibilities
Agreements will be signed with partner institutions to clearly delineate the duties of both parties, standardize conduct, and protect the legitimate rights and interests of students, enterprises, and schools.
(3) Enhanced Communication
Throughout the course of school–enterprise cooperation, the company and partner institutions should maintain regular communication, continuously refining processes related to talent cultivation, project implementation, base construction, and academic exchange to drive mutual improvement.
(4) Strengthen Faculty Development
Actively implement apprentice‑mentor succession programs, while reinforcing school–enterprise collaboration to ensure high-quality completion of training tasks, continually improving educators’ pedagogical skills, refining teaching philosophies and methods, and elevating professional standards and practical capabilities.
(5) Leverage Government Policy Support
Building on existing policies, proactively seek additional government support, including initiatives to establish university‑enterprise collaboration platforms, provide resource assistance for school–enterprise partnerships, and create long-term mechanisms for mutually beneficial cooperation between enterprises and schools, thereby collectively constructing robust platforms for industry–education integration and school–enterprise collaboration.
(6) Establish Sound Organizational Structures
Both parties will jointly form a leadership group dedicated to industry–education integration and school–enterprise cooperation. Key officials will serve as chairpersons and vice‑chairpersons, with department heads acting as working group members responsible for planning, project initiation, implementation, and coordination. Clear accountability and objectives for evaluating cooperation will be defined to ensure smooth execution of industry–research collaboration plans.
(7) Standardize Work Processes
Further standardize school–enterprise cooperation workflows, refine partnership agreements, clarify responsibilities of both sides, regulate conduct, and safeguard the legitimate rights and interests of students, enterprises, and schools.
